| The Knapp trap | ||

In this editorial (Safeguard, Spring 1986) Carlsson went on to urge SAFE members to support a Private Members Bill concocted (with her assistance) by Garry Knapp, a wily politician with a keen eye to business. Whilst Knapp attempted to make a name for himself as a modern St Francis by creating a Bill prohibiting "cruel" experiments, he was simultaneously raising money for the Cancer Research Society to which he was contracted. Weekly, the public was bombarded on the streets by school-children and boyscouts selling Knapp's mystery envelopes to raise funds for "medical research", the schools getting their portion of the profits... and Knapp... his ten percent. The scheme, which he unsuccessfully endeavoured to extend to the United Kingdom and Australia fizzled out ignominiously when ugly court proceedings took news headlines over a lengthy period of time as disgruntled school principals sued Knapp for not paying up. Carlsson of SAFE became Knapp's secretary! When Knapp sought NZAVS' approval of the draft of his Bill, in one short meeting with him in Parliament, the writer was so struck with its bulk, length, and abundance of loopholes which rambled like rabbit warrens through its text, she immediately assessed and confirms, that except for establishing vivisection in legislation as a bona fide method, and creating many lucrative jobs for the vivisectors and their assistants, it was worthless. The Knapp trap was presented to Parliament on 7th February 1987. On 20 August 1990 Knapp was stripped of his promoter's licence and ruled by the Auckland District Court's Judge Ross Elliott as being.. "not a fit and proper person to hold promoter's licences under the Gaming and Lotteries Act 1977" "Beware of people and institutions involved in fundraising activities for 'research', to raise money towards the cure of many diseases which conveniently remain uncured. Such people are sure never to mention the fact that substantial amounts of money raised finances vivisection, or that they get their own percentage of the donations." Perhaps this reveals why Carlsson was later to state that Hidden Crimes should not be screened to the New Zealand public. |
